A master’s in counseling is required for licensure in most states, but total program costs range from under $10,000 at in-state public universities to more than $60,000 at private institutions. Every program on this list is CACREP-accredited and priced below the state average for similar programs, so you can find a legitimate credential without unnecessary debt.

A master’s in counseling is the entry ticket to licensure in most states. Without it, independent clinical practice and supervision roles are off the table. But the cost of earning one degree varies more than most applicants expect, and most people entering this field aren’t doing so for the salary ceiling. How much debt you take on getting there matters.

The programs on this page met one baseline requirement before anything else: accreditation by CACREP, the Council for Accreditation of Counseling and Related Educational Programs, which is the primary standard recognized by state licensing boards across the country. Some programs may also hold MPCAC accreditation, though CACREP is the primary standard recognized by most state licensing boards. We didn’t evaluate programs that weren’t fully accredited by one of these bodies, because a cheaper degree from a non-accredited program can lead to licensure problems later.

Beyond that baseline, we calculated value rather than just cost. The cheapest program in a given state isn’t automatically the right choice. What you’re looking for is the lowest-priced fully accredited option: one where your degree will open the doors you’re trying to open.

Here’s how we found those programs, and what else to consider before you commit.

Why Accreditation Comes Before Affordability

Just because you need to find an affordable program doesn’t mean you want a cheap one. The key is the best education you can get at a price you can afford. That calculation starts with accreditation, not as a bureaucratic formality, but because it directly affects whether your degree qualifies you for the license you want.

Our baseline standard was CACREP or MPCAC accreditation. These bodies review programs against the standards the counseling profession expects of master’s-level education, including:

  • Incorporation of evidence-based practices in the curriculum
  • Standards for supervised fieldwork experience
  • Use of current research literature
  • Demonstration of student competence in legal and ethical standards

And they don’t just take anyone’s word for it. Programs undergo on-site validation and must re-earn accreditation on a regular cycle. A school that was accredited five years ago may no longer be accredited today. That’s why we explicitly note accreditation status for every program listed here, and why you should verify the current status directly with CACREP before enrolling.

How We Determined the Most Affordable Programs

Every program on this list is the lowest-cost fully accredited option in its state, evaluated against comparable programs in the same sector. We compared public schools to other public schools and private institutions to other private institutions because the in-state tuition discount at a public university often makes a direct cost comparison with private programs misleading. What we show you is how much less each program costs than the state average for its type.

That’s the number that tells you something useful. It means the program you’re looking at isn’t just affordable in absolute terms. It’s affordable relative to what else you’d actually be paying in the same market.

What Else Matters When Comparing Programs

A good master’s program offers more than a credential. It’s where you build your professional network, accumulate supervised hours toward licensure, and develop the kind of clinical intuition that classroom study alone doesn’t produce. After all, this will be the next two to four years of your life. Program cost matters, but it’s not the only filter.

When comparing programs, you’ll want to look at practical factors like delivery format (on-campus, online, or hybrid), entrance exam requirements (some programs require the GRE, while others have dropped it entirely), and concentration options if you have a specific specialty in mind. School counseling, clinical mental health, marriage and family therapy, and addictions counseling all lead to different licenses.

Then there are the harder-to-quantify factors that often determine how good the experience actually is: faculty who practice in the field alongside teaching it, cohort structures that build real professional relationships, and practicum placement networks that connect you to meaningful fieldwork. How to Choose the Right Affordable Counseling Program

Not every inexpensive program represents a good deal. Before committing to the lowest-priced option in your state, run it through a few practical filters.

Start with your state’s licensing requirements. Most states license counselors under credentials like the Licensed Professional Counselor (LPC), Licensed Mental Health Counselor (LMHC), or Licensed Clinical Mental Health Counselor (LCMHC). Each has its own educational prerequisites, and some states have moved toward requiring CACREP-accredited degrees specifically. Know which license you’re working toward before you choose a program, not after.

Verify current accreditation status. CACREP maintains a searchable directory of all currently accredited programs at cacrep.org. Accreditation status can change between the time a program is listed here and when you enroll. Confirm the program is actively accredited before applying.

Calculate total program cost, not just tuition. Per-credit rates look appealing until you factor in fees and the total number of required credits, which typically range from 48 to 60 for a counseling master’s. A $400-per-credit program on a 60-credit track costs $24,000 in tuition before fees. Run the full math when comparing programs side-by-side.

Understand what online delivery actually requires. A fully online program in another state may be CACREP-accredited and affordable, but you’ll still need to arrange practicum and internship placements in your local community. Some programs provide strong placement support. Others expect you to handle it independently. That’s a practical difference worth asking about directly before you commit.
